This study examines the role of the Family Welfare

Empowerment Organization (PKK) of Sumita Village in

improving family welfare in Sumita Village, Gianyar

District, Gianyar Regency. Family welfare is an essential

indicator of community development, where the family

is regarded as the smallest unit that determines the

social, economic, and cultural quality of a community. As

a strategic partner of the village government, PKK is

expected to realize prosperous families through its ten

main programs, which cover areas such as food, clothing,

health, education, and environmental preservation. The

research problems are focused on two aspects: (1) why

the role of PKK in improving family welfare in Sumita

Village has not yet been effective, and (2) what obstacles

PKK faces in implementing its role. This study employs a

qualitative descriptive approach, using Soerjono

Soekanto’s role theory as the analytical framework. Data

were collected through in-depth interviews, field

observations, and documentation, with purposive

sampling applied in the selection of informants. The

findings reveal that PKK in Sumita Village has

implemented several empowerment activities, such as

household skills training, health counseling through

posyandu, and local food programs (Puspa Aman)

supported by funding and facilities from the village

government. The role of PKK has been relatively

significant, as it contributes to improving creativity,

skills, and family members’—particularly women’s—

understanding of household economic potential.

Nevertheless, the effectiveness of PKK programs remains

limited. Out of the ten main PKK programs, only four

were realized, while the other six did not run optimally.

This limitation is influenced by a lack of human and

financial resources, activity schedules that do not align

with the community’s availability, and the low

awareness and participation of residents in the

programs. As a result, PKK programs have not fully

reached all community groups, especially poor families, which should be the primary target. In conclusion, the

study emphasizes that PKK of Sumita Village plays an

important role in supporting family welfare

improvement, although its implementation is not yet

optimal. Increasing community participation, adjusting

program implementation strategies, and ensuring

continuous support from the village government are key

factors to strengthening PKK’s effectiveness. The

findings are expected to serve as an evaluation tool for

PKK and the village government in formulating more

adaptive and responsive policies, as well as an academic

reference for future studies on women’s empowerment

and family-based development.
