Social inequality in urban areas remains a critical challenge to achieving equitable and inclusive development. This study aims to analyze the role of the Social Protection House (Rumah Perlindungan Sosial, RPS) in Medan City as part of public policy instruments in addressing social inequality. A descriptive qualitative approach was employed, utilizing in-depth interviews, field observations, and document analysis as data collection techniques. The findings reveal that the RPS in Medan functions not only as a temporary shelter for vulnerable groups—such as the homeless, victims of violence, and neglected elderly—but also plays a strategic role in social recovery, reintegration, and the economic and psychosocial empowerment of marginalized individuals. The programs implemented by the RPS, when consistently supported by local government and strengthened through multisectoral collaboration, demonstrate a significant impact on reducing social disparities and improving the quality of life for marginalized communities. These findings underscore the importance of integrating the RPS within the broader framework of urban public policy as a concrete effort toward achieving social justice.
