Abstract

This study examines the state’s responsibility toward terrorism victims from a victimology perspective and criminal law enforcement. The main focus is on how the state fulfills its obligations to provide protection, recovery, and the fulfillment of victims’ rights, both legally and socially. The research method uses a qualitative approach through literature review of primary and secondary sources. The findings indicate that implementing victimology principles in the criminal justice system is essential to ensure victims receive fair treatment and proper recovery. However, challenges related to regulations, inter-agency coordination, and protection of victims abroad remain obstacles that need to be addressed. Strengthening regulations and responsive policies are key to achieving optimal victim protection
