This article outlines the implementation of an emergency bell system at the Class IIB Humbang Hasundutan Detention Center as a Community Service Program (KKN) in 2025. The core problem addressed is the inadequacy of conventional emergency warning systems in Rutan blocks, leading to slow and ineffective responses to critical situations such as security disturbances, riots, fires, violence, suicide attempts, and medical emergencies. The proposed solution involves installing an emergency bell in each inmate block to facilitate rapid communication. The main objectives are to enhance the overall security system, accelerate emergency response times, and support order and conflict prevention within the facility. Expected benefits include increased safety for both inmates and officers, prevention of greater losses, and the creation of a more controlled and secure correctional environment. The methodology implicitly involves the planning and design of the system, followed by the procurement and installation of necessary components, including manual bell buttons, a siren alarm, a simple control panel, a protective box, and electrical wiring. This initiative aims to significantly improve emergency preparedness and response capabilities, contributing to a safer environment for all Rutan occupants.
