Abstract
Handling Homeless and beggars (gepeng) is one of the government's efforts in realizing the values of Pancasila, especially the fifth principle, namely “Social Justice for All Indonesian Citizens”. This research aims to examine how the implementation of the value of social justice in the handling of gepeng by the Social Protection House of Dinas Sosial Kota Medan. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results of the research were collected through the implementation of the author's Practicum which shows that the Social Protection House has attempted to carry out rehabilitation and empowerment programs for sponges, such as providing basic needs, social guidance, referral to institutions and repatriation to the area of origin or family reunification. However, there are still various challenges such as budget constraints, lack of human resources, and complex socio-economic factors.
