Abstract
This study discusses the practice of buying and selling positions carried out by the Regent of Bangkalan as a form of local corruption that occurs in the context of decentralization of government in Indonesia. After the implementation of regional autonomy, regional heads gained broad authority in managing the bureaucracy and local resources, but without being balanced by increased accountability and transparency. This study aims to identify how structural abuse of power occurs through the practice of buying and selling positions, as well as to explain the factors that enable such practices to flourish. Using a descriptive qualitative approach, data was collected through a literature review of relevant scientific journals and online news articles. The findings show that the practice of buying and selling positions is not merely an individual act, but part of a system of patrimonialism and patronage inherent in local politics. Local leaders use their authority to maintain political loyalty and strengthen control over the bureaucracy, which ultimately undermines the principle of meritocracy and threatens the integrity of public services. This study concludes that corruption at the local level has become institutionalized as part of a political culture that normalizes the abuse of power. Therefore, comprehensive bureaucratic reform and increased public oversight are needed to promote cleaner and more professional local government governance.
