Abstract
In large-scale projects such as the Development Project of UIN Maulana Malik Ibrahim Malang Campus III, cost often becomes a major challenge for both the planners and executors. At the same time, maintaining the quality of each construction work item is crucial. One proven method to solve this issue is by the application of Value Engineering. This approach offers a systematic, structured, and organized method to identify, analyze, and enhance value by optimizing costs without reducing quality, function, or aesthetics. The main phases of the value engineering job plan include the information phase, creativity phase, evaluation phase, development phase, and recommendation phase. This research is quantitative, where each stage is essential to proceed to the next. A Pareto distribution showed that 80% of the total architectural and structural budget was used in just 14 work items. Each of these work items was analyzed through all value engineering stages to identify alternatives, after the alternatives are identified, each it has to be analyzed thoroughly for potential substitution. After applying value engineering to both architectural and structural budgets, the total savings reached Rp9,696,537,335.03 from the original cost of Rp49,525,439,347.99, or 19.58%.
