Abstract

Pengembangan kompetensi pegawai merupakan kebutuhan strategis dalam menghadapi dinamika organisasi modern. Model pembelajaran 70:20:10 menjadi salah satu pendekatan yang diadopsi luas karena menekankan pentingnya pembelajaran melalui pengalaman kerja (70%), interaksi sosial (20%), dan pelatihan formal (10%). Penelitian ini bertujuan untuk mengidentifikasi dan mensintesis strategi pengembangan kompetensi pegawai dengan menggunakan model 70:20:10 melalui pendekatan Systematic Literature Review (SLR). Kajian dilakukan terhadap 20 artikel terpilih dari berbagai database ilmiah internasional yang relevan dan diterbitkan antara tahun 2021–2025. Hasil penelitian menunjukkan bahwa pembelajaran berbasis pengalaman terbukti menjadi fondasi utama dalam membentuk kompetensi praktis, sementara pembelajaran sosial memperkuat aspek kolaboratif dan adaptif pegawai. Di sisi lain, pelatihan formal tetap dibutuhkan sebagai dasar konseptual dan standar awal. Pembahasan mengungkap bahwa keberhasilan implementasi model ini dipengaruhi oleh beberapa faktor seperti dukungan manajemen, budaya organisasi yang mendukung pembelajaran, ketersediaan teknologi, dan peran fasilitator. Kesimpulan dari studi ini menekankan pentingnya integrasi ketiga komponen pembelajaran secara strategis untuk membentuk sistem pengembangan kompetensi yang berkelanjutan dan relevan dengan kebutuhan organisasi masa kini.
