ANALISIS KERJA SAMA SISTER CITY KOTA SURABAYA DENGAN KOTA VARNA (STUDI PADA PEMBENTUKAN PELABUHAN KEMBAR)

Abstract

Pemerintah daerah memiliki peran strategis dalam membangun kerja sama Internasional melalui skema Sister City. Penelitian ini bertujuan untuk menganalisis implementasi kerja sama antara Kota Surabaya dan Kota Varna dalam pembentukan pelabuhan kembar. Metode yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif dan studi literatur berdasarkan teori hubungan antar pemerintah (Intergovernmental Relations). Hasil menunjukkan bahwa kerja sama ini memiliki potensi besar dalam meningkatkan pembangunan daerah, khususnya di sektor maritim dan logistik, namun menghadapi tantangan seperti koordinasi lintas sektor yang lemah, komunikasi yang tidak berkelanjutan, dan keterbatasan kapasitas kelembagaan. Faktor penghambat lainnya adalah dominasi kegiatan seremonial dibanding substansi kerja sama strategis. Kesimpulan dari penelitian ini menekankan pentingnya tata kelola kolaboratif dan peran aktif aktor lokal untuk mencapai kerja sama subnasional yang efektif. Penelitian ini menawarkan kontribusi terhadap literatur diplomasi daerah dan memberikan solusi praktis untuk memperkuat kerja sama lintas negara. Kebaruan dari penelitian ini terletak pada analisis mendalam mengenai implementasi Sister Port dalam konteks paradiplomasi kota pelabuhan di Indonesia.

Local governments have a strategic role in building international cooperation through the Sister City scheme. This research aims to analyze the implementation of cooperation between the City of Surabaya and the City of Varna in the establishment of twin ports. The method used is descriptive research with a qualitative approach and literature study based on the theory of intergovernmental relations. The results showed that this cooperation has great potential in improving regional development, especially in the maritime and logistics sectors, but faces challenges such as weak cross-sector coordination, unsustainable communication, and limited institutional capacity. Another inhibiting factor is the dominance of ceremonial activities over the substance of strategic cooperation. The conclusion of this study emphasizes the importance of collaborative governance and the active role of local actors to achieve effective subnational cooperation. This research offers a contribution to the regional diplomacy literature and provides practical solutions to strengthen cross-border cooperation. The novelty of this research lies in the in-depth analysis of sister port implementation in the context of port city paradiplomacy in Indonesia.
