Aliansi QUAD Dalam Upaya Menyeimbangkan Kekuatan Menghadapi China di Indo Pasifik

Abstract
Penelitian ini bertujuan untuk menganalisis strategi koalisi Quadrilateral Security Dialogue (Quad) yang terdiri dari Amerika Serikat, Jepang, India, dan Australia dalam merespons dan menyeimbangkan pengaruh Belt and Road Initiative (BRI) Tiongkok di kawasan Indo-Pasifik. Dengan menggunakan pendekatan kualitatif deskriptif dan metode studi pustaka, penelitian ini mengkaji strategi Quad melalui kerangka teori balance of power dan minilateralism. Hasil penelitian menunjukkan bahwa Quad mengembangkan pendekatan baru yang bersifat adaptif dan fungsional, tidak hanya melalui kerja sama keamanan, tetapi juga melalui inisiatif infrastruktur, teknologi, dan diplomasi kesehatan. Meskipun demikian, efektivitas Quad menghadapi tantangan internal seperti perbedaan kepentingan strategis antaranggota dan keterbatasan struktural, serta tantangan eksternal berupa ketergantungan negara-negara mitra terhadap BRI. Oleh karena itu, strategi yang lebih inklusif dan kolaboratif bersama institusi regional diperlukan agar Quad dapat menjadi kekuatan penyeimbang yang berkelanjutan dan diterima luas di kawasan.
