Legitimasi Transphobia Negara dan Stigmatisasi Transpuan: Perspektif Politik Tubuh dan Teori Queer

Abstract
This paper examines the legitimacy of transphobia perpetrated by the state through regulations, public officials' narratives, and regional policies that directly impact the lives of transgender women in Indonesia. Using a body politics approach and queer theory, this paper highlights how the state actively participates in shaping discriminatory discourses against non-binary gender identities. By examining secondary data, policy documents, and the lived experiences of the transgender community in Bali, this research demonstrates that transgender women's bodies become a site of battle between state control, cultural norms, and queer resistance. Structural interventions and affirmative human rights-based approaches are needed to end these discriminatory practices.
