Abstract

This study aims to analyze the role of Civic Education as a foundation for developing the professional character of healthcare students in higher education. The background of this research is rooted in the importance of national, moral, and ethical values in the field of healthcare services, which cannot rely solely on technical competence. This research employs a descriptive qualitative approach, using in-depth interviews, participatory observation, and document analysis as data collection techniques. The participants consisted of Civic Education lecturers and students from nursing and midwifery programs at a health sciences institute in Jakarta. The findings show that Civic Education significantly contributes to enhancing core character values such as empathy, responsibility, justice, and integrity among healthcare students. Through the integration of Pancasila values and professional ethical case studies in classroom activities, students are able to internalize these values within the context of healthcare practice. Participatory and reflective learning methods play a crucial role in this character-building process, while educational institutions are responsible for ensuring the sustainability of value-based curricula. The study recommends strengthening Civic Education across the curriculum and expanding extracurricular activities that promote nationalism to support the formation of ethical, professional, and socially responsible healthcare workers.
